Innovation Norway - procurement

Innovation Norway wanted to increase the use of innovative procurement in the humanitarian sector. One of the challenges is that innovative procurements are a bit difficult to carry out and quite time and resource consuming. With that as a starting point, we prepared a guide for innovation-friendly procurement. Innovation-friendly procurement is a good starting point for organizations that want to have a greater focus on innovation in their procurement. By focusing a little more on a good needs analysis, carrying out some market dialogue activities and having more open requirements specifications, you can get a much greater innovation potential in ordinary procurement without requiring too much. Troms and Finnmark County Council

Together with Troms and Finnmark County Council, we prepared an application for innovation partnerships for innovation Norway for the project "securing avalanches on the road". They came through the eye of the needle, and we have assisted in the work on demand analysis, structuring of the project and the development of a requirement specification. The majority of our work in the project has been related to the market dialogue where through the portal we have www.markedsdialog.no have secured thorough and common information to the market, been responsible for implementation and registration for dialogue conferences and one-on-one meetings, secured a large degree of media coverage, cooperation with a number of networks and clusters. In all the work, we have focused on meeting startups and entrepreneurs and suppliers who do not usually deliver in this area – and motivate them to submit a tender.

Rollag Municipality

The change manager in Rollag municipality had a wild idea; can the health center that the municipality wants built in a few years become a health-promoting building - "a building that heals" ?. Well, we said and connected to the project and tried to keep up with the municipality's great level of ambition. After a preliminary study, the answer was "yes!". Through 2020 and 2021, we have assisted the municipality in finding the right level of innovation, weighing risk against price and not least applying the principles in innovation-friendly procurements; actively engage in dialogue with potential entrepreneurs, competence environments and other partners, and get them to jump on the ball to enter as suppliers to the future health center in Rollag. You will find out if the project reaches its goal during 2024!

KS project

Early-stage innovation is what it is called - the work of choosing challenges and opportunities, building insights and developing ideas for possible solutions. This is a difficult area to handle for many, and in municipal Norway there are many who find this very challenging. Together with Øvre Eiker municipality, Asker municipality, Troms and Finnmark county municipality and KS, we have now initiated a major development project where we will develop good structures for this work and, in collaboration with a technology partner, create digital modules that enable the municipalities to get good and effective structures.

Transport division TFFK

The transport division in Finnmakr / Troms and Finnmark County Municipality has focused on innovation for several years. They wanted increased innovation in all departments and saw that they had challenges in taking care of good ideas, ensuring that they chose the right ideas to move forward with, and perhaps most of all, ensuring progress in the projects they chose to prioritize. We worked with them to set up a structure for idea management with clear deliveries and roles, a digital system that streamlines the process and ensures transparency and quality, and the development of clear templates and tools for the work.

Mills

Our first big customer was Mills, and working with them was the start of Tinkr. They had good process tools in place and highly competent and dedicated innovation leaders. However, they saw that they had a great potential for improvement, especially in terms of getting engagement throughout the organization around effective creative processes. Together we developed a number of activities that would increase the degree of innovation, innovation and value of innovation work.
